    Is there a way to have a particular part of the video show before you actually play it?

    You question isn’t clear. What do you mean by “a particular part of the video”?
    I am assuming you are talking about a poster frame, a single frame that represents a preview of the video before it is played. If that is so, then no, there is no way to set the poster frame other than the three options YouTube gives you. Vimeo gives you the option of using any frame of the video as the poster frame, or you can upload a separate image file for that purpose.
