I have seen the programes introduce on our national channel and really want to know how they make those shine (or flare) edge on the boxes?

Try optical flares by video copilot

A easy and fast way of creating the effect you’re after is if you use CC Light Sweep on a graphic element. So if you design the tabs either separate in AI or using masks on a solid in AE, you can apply Generate/CC Light Sweep and then play with the Width of the sweep, the Edge Thickness and Intensity and you can animate the highlight by animating the center position. You can have the actual sweep be visible or you can turn the Sweep Intensity down to have just the edge appear.
