    In other words, I have this:

    To make that horizontal “wind” effect using a Shockwave layer simply make your layer 3D and rotate it on the X-axis (-88 degrees, for example), and add a camera that has been moved over it in Z space so that as the shockwave expands it extends under the camera’s position. Play with retiming that layer, or key framing the zoom of the camera, to accelerate the blast. Use another Shockwave layer for the vertical blast. Colorize your Shockwave layers as desired.

    Also, change the blend mode on your top layer to Add.
