    In FCP7, Under Video Filters>Stylistic Effects, there’s a plug in called “Bad TV” that will look similar to this, you will have to play with the various parameters in that effect’s control panel to refine the look you want, and likely will have to keyframe a rapid change in one or more sliders. The good news is that you can save that effect out and keep re-applying it without having to re-create it from scratch.

    MotionVFX offers some nice plug-in distortion effects as well.

    What Motion makes easy to do is combining more effects, plus, it can use peaks in your audio as automatic triggers for making an effect happen in synch with a particular beat or tone.

    Could be a plug -in, but I see a couple of things that is happening. The ‘KID INK’ at the top looks like it has an alpha with a layer that is moving with color (either done in FCP or AE). The bad tv effect is similar, but it looks like they took their effort a little further and made some stills (photoshop) with various effects and solids and peppered them throughout the timeline. A little tedious, but not anything like rotoscoping or compositing. Very doable.
