Hi, this may have been made using a 3D plugin such as Element 3D. Yes, it would be easier to do in a 3D Program – Element 3D is capable of it – though of course you need to learn how to use the program.

The general idea is that you use a video as the material which you apply to the front of the logo and perhaps also in the luminance channel.
I get the feeling that you are looking for an instant and easy way of doing this but I’m afraid I don’t know of any simpler way – perhaps someone else might?

Forgot to say: to create the logo in 3D you will need to convert it to paths and then extrude it in the 3d application.

(I know there must be a way of editing my posts, but for the life of me I can’t figure out how to do it – could someone kindly give me some guidance?)
