Which effect? There are several things going on. The initial reveal looked almost like a linear wipe with Roughen Edges. There were a few different instances of particles swirling around in different ways that you could do with Particular.

Yes, Particular could be used for this. There are basics tutorials on how to use Particular on the Red Giant website.

But you don’t really need Particular for this, you can do it with CC Particle Systems which is inculded with AE.
