How do I install an old plug in from CS2, namely a Nik filter package into CS3?

The folder to put your plug-ins is typically located at: C:\Program Files\Adobe\Adobe Photoshop CS3\Plug-Ins (for Windows) or Library\Applications\Adobe Photoshop CS3\Plug-Ins (for Mac OS).
If you have installed Photoshop in any other location you should look for the “Plug-Ins” folder there.
Just drag and drop the plug-in file you want into the CS3 folder from your CS2 Plug-Ins folder, reboot Photoshop and it should work.
The CS2 Folder is at
C:\Program Files\Adobe\Adobe Photoshop CS3\Plug-Ins (for Windows) or Library\Applications\Adobe Photoshop CS3\Plug-Ins (for Mac OS).
