How to improve quality of low light video
Shooting wedding video using Canon HV20 camcorder in HD. In low light situations there is grain and noise. What plug-ins should I be using to improve the quality of the video? I use unsharp mask to improve sharpness. What can I use to brighten the video just a bit and reduce the digital noise? What are the best plug ins to use for that?

You might try “Neat Video” — https://www.neatvideo.com/. I haven’t used it yet. Samples look good.

Indeed, Rick has recommended to you a good solution.
Neat video is nothing short of a miracle in what it does,
and no other software out there comes even close.
Its my De-noising gem…..The only con,is that it renders
a bit slow, but the wait is more than worth it. Therefore
the best method is to apply this filter without any other
fx to your clip and also before you begin editing it.Steve Rhoden

I tried the demo version, it looks awesome. Thank you for the lead. Also, if I render the entire clip first using the noise reduction, what format should I output in (if I will continue to edit and add other fx)? The final output will be mpeg2 to DVD, so should I output the intermediary step in mpeg or avi?

DV-avi will be fine as an intermediate file. And to enhance the brighness, you can use a combination of LEVELS and CURVES.
