    Of course you could use a displacement map. Simply draw your gradient and assign at as a displacement map.

    Better, keyframe a distortion effect (maybe liquify) for a frame and then bring it back to its original the next frame.

    If you’re looking for a plug-in, DigiEffects Delirium as an effect called “Video Malfunction” that does exactly what you’re looking for.
