How to focus on 1 part of the footage while the rest is faded

Create another video track on top of your video, and add just the color black. Copy the video track and add it onto a video track over the color black. Use the cookie cutter plugin or masking tool (in the Pan and Crop function) on the top track and create the shape you want to cut out. Bring down the opacity a little on the black and adjust it to where you can see through as much or as little as you want on the footage underneath it.

Go to “Media Generators”, which by default is at the bottom of the window on the upper left where Project Media is. Then, on the options on the left, select “Solid Color” and pick black.
