  how to downcovert 50p 50fps to SD with BM

  I have already got a footage on my computer whioch was shot on jvc 250u with fps of 50, i wanted to know how to downconvert ? should i add it to timeline in premiere and export it as SD or is there another way, i dont want any quality loss in this process.If anyone could tell i would be very greatful
