how to create library in content to browser?

I’ve created a library under Presets, but it doesn’t allow for drag’n’drop. If I want to use an item I need to open then copy>paste it into my current scene. doeas any one know why this happens?

I’v created the lib by creating a folder and copying from the computer/HD tree into the preset tree.
