    I have to convert with Premiere Pro 6 a AVI 4X3 letterbox DV ntsc file to Quicktime 16X9 anamorphic DV ntsc file.
    What are the steps do do it?

    Are you saying that you have letterboxing on a DV 720×480 source. So what you have is a 16×9 in a 4×3 space that you need to scale up to fill the whole screen.

    If I am not misunderstanding you can just scale the video and then export, but something tells me that I might have misunderstood your scenario.

    I`m saying that I have a letterbox (black bars above and below the frame) on a DV 720x 480 ntsc (standard 4X3) source. I have to convert it to a DV 720X480(?) ntsc ANAMORPHIC 16×9 output.

    Scale the source footage in the timeline and then export via AME.
