    I’m trying to achieve somewhat similar glowing effect, when countries flash with this golden glow style.

    What is the best way to achieve this?

    Duplicate layer, cut mask to match the shape you want to affect, apply color correction (Hue/Saturation and Levels) to get the golden yellow color, apply Glow. Work @ 32bit for best results.
