    how can I take multiple files (4:3) and paste them onto a 16:9 background and resize them to fit the height of the 16:9 background and save and move to the next and repeat?

    (With a sample image open) Record an action that crops the 4:3 image to 16:9 proportions (set canvas size height to 75%, width 100%).

    Use File>Automate>Batch… to run this with a set of files (all files in a specific folder) and output to a different folder.
