How to animate a 2-D Image?
In this video, https://www.youtube.com/watch?v=dLe1uUqpm7w, this image: https://yande.re/post/show/338879 is used and parts of it is animated, like the hair and the scarf. How can I achieve this effect? If it’s not After Effects can someone tell me a certain program I can use. Thank you guys so much as always.

Yes, it’s After Effects. You cut out the character and add some puppet pins, then add a wiggle expression to the puppet pins that you want to have moving around.
