How to add short animations to a video?

Well it would be hard to make something like that in vegas. Somethings you could try is using a black solid with ADD compositing mode, throw lens flares on it and animate them.

Another thing you could try is throwing the glint effect on the starry night noise texture preset, edit it a lot to make the glint show and in fewer places and then animating the progress. Also use additive compositing mode.

Special effect programs/compositors, after effects, hitfilm, fusion. I could make you something like that if you want.

Use this by either keying out the black or using add or dodge compositing modes
