    The only ‘rays’ i notice in the video were coming from a lens flare effect.

    Effects > Render > Lens Flare

    play around with it.

    I don’t know what exact effect settings they would have used, but agree with Todd, play around with some of the lens flare effects and you should be able to come up with something quite similar, especially if you position the flare center outside the compostion’s visible window. Keep in mind that the notes beside the video say the whole thing was shot in front of a green screen, so that gives you a clue on how to sell the ray effect as they did; two layers of very similar looking light ray effect, both lighting slightly different areas of the frame, one layer on top of the actor, the other layered in behind, so it looks like the light is wrapping around him.
