I have a clip of a car with headlights on. I would like to fade out everything but the headlights. Whats the best way to do this?

Also, what about enhancing the light on the headlights by increasing it. What effect and how to do that (I have trapcode shine)?

Duplicate the clip and mask out the headlights.

If the headlights are the brightest thing in the image you could also use a simple Curves adjustment to bring the Gamma down.

Forgot to answer the second part of your question…

As you’re bringing down the rest of the scene (either with the mask or keyframing a curve), you could also keyframe the Intensity and Ray Length parameters in Shine to increase the rays.
