how do i edit in a static image over a talking head

Put the static image on a new track above the existing video and set the length and any transition (i.e. fade in/fade out) as desired.

You can simply place the static image on a track above the talking head. Vegas sees tracks from the top down so higher tracks will obscure lower racks.
