I am guessing like the Matrix effect (lots of camera’s) but I am not sure.

To me is looks like still photos separated by Z space. Adding a move that rotates is what adds that move.

That also crossed my mind. But it more or less seems to be 3d.

Absolutely, they added 3D elements such as the water and tire.

The parallax effect as Stephen mentioned but I’m guessing there are also use of displacement maps as well. There are a few tutorials out there, here’s one to get started: https://youtu.be/JzJohgzY4S0

If I remember correctly, they are shooting different angles with 5 cameras. I also assume they have proprietory software. Just a thought.
