    I captured some SD video off of a consumer camcorder for a friend and passed along .the mov files. It turns out that the FPS is 28.36. This appears to be a strange and unusual rate for video. I’m trying to figure out why or how this happened. Can anybody shed some light on this?

    That is because FCP’s capture system SUCKS and if it drops frames it will just give a wrong fps file. So it has dropped frames and therefore displays all wonky.
