    I really want/need to know how he did this.
    I’ve tried to figure it out but for some reason I can’t figure how he did this.

    looks like X-Particles PEELFX here https://3.x-particles.com/tutorials/ or Thinking Particles with the PFragment node there are other choices.

    Possibly as simple as a stacked material with animated alpha.

    If I were asked to do this, I’d do what Adam suggested. I did something similar in Element 3d (video copilot). I made a material with fractal noise/turbulent noise and then animated it and applied it to my 3d model. I’m sure you could do the same in C4d rather easily.
