The Bezier Warp or Mesh Warp effects would do that. Actually, there are a number of effects in the Distort category that would be useful here.

The “ARE YOU SERIOUS” text that replicates into the sky could be done with a simple text layer and adding a repeater onto it. Adjust the offset, scale, and other variables as you see fit. You can then warp this text with a distortion effect or using a displacement map and motion blur if using a CC Camera.
