How Change 24p Progressive to PAL?
Can 24p Progressive be converted to PAL format using Compressor’s DV PAL or DVCPRO50 PAL settings?
Can I burn 24p Progressive PAL conversions using DVD Studio Pro?

If there is no audio that you care about in the files, I would just use Cinema Tools and conform the files to 25P.
If you need to keep the audio, I’d suggest Nattress Standards Converter. I’ve never been very impressed with how Compressor does frame rate conversions.

Are there any big problems in converting NTSC to PAL?
We have a DVD on the US market and are looking to expand to Europe and Asia where PAL is the DVD standard.
