  How can I make this two effects on premier??? Help

  Does any one remember the music videos from marilyn manson beautiful people or tourniquet.
  in this video there are some scenes, where some part of his body is moving at some speed and other part is moving at other speed, how can i do this effect???

  Or now in the tv show trueblood, the vampires at some points move in a diferent speed than the rest of the people…..

  Can anyone help????
