How can I make this effect?
I’m pretty sure it is a simple technique but I am newbie and I do not know how to which effects to use. If anyone can link me to a tutorial or anything, that would be great! Thanks in advance for the help!youtube link

If you’re referring to the stuttering video, time remapping or time warp.

Thanks for those helpful pointouts! I was referring more to the soloing out colors and changing their colors. I doubt this guy has multiple colors of the same shutter sunglasses.

I think that maybe the sun glasses were a specific color and/or luminance that was not in his clothing or his skin tone. If that was the case then the task was to use a qualifier to make a mask for that specific color and then de-saturate all of the other colors in the image to black and white. And again using that same mask you could change only the color of the sunglasses.
