Its a lens flare, but not one of the standard ones that comes with AE. I use Optical Flares from Video CoPilot.

Here’s a tutorial on the cow on creating them just using the tools within AE. If you google “Lens Flare”, “After Effects” and “tutorial” you will a lot more creative ways of creating free lens flares.

Lens Flare – besides Optical Flares you can use Knoll Light Factory.
For a quick and dirty way of doing this, you can buy stock images of lens flares, cut them using Photoshop in layers with alpha channels and animate them or simply comp them in using various transfer modes.

    Mr. Tomash
To cut the alpha channel of flares, its better to use Knoll’s “UnMult” plugin which is free to download. It will Automatically remove the black bg from flares and from any other footage or image file just in one click.
