How can I make glowing turbulent electricity travel up someone’s arm?

Hi

I am using AE CC and was just wondering the best way to make electrified pulses/rings travel up someones arm. My actor touches a box and above is meant to happen for 2-3 seconds.

I have rotoscoped the arm and was thinking turbulent noise but cant figure out how to make rings. This may be completely wrong.

Any suggestions.
