How can I fake this focal length change effect using after effects?
So someone requested me to change their static shot of a face to have this sort of a focal length change effect.
How do I manage this using after effects alone?

I would start with Optics Compensation, but any of the major distort tools like Displacement Map, Bezier Warp, Mesh Warp, and Liquify could also work.

ok so displacement alone didnt work, but optics compensation did the trick. However everything still looks flat, is there a way (apart from displacement mapping, its not giving as much of an effect as I want) to make the face seem more 3d?

Displacement mapping will work, but you have to manually build a gradient.
If you want it to be more 3D, you’ll have to do a lot more work:
