Horizontal lines such as in the photos has me stumped. I have no idea what is causing this problem. Hopefully, someone has seen this before and has a solution. Lines will appear in only one frame, not the frame before nor the frame after; However, in a 3 minute segment, there may be anywhere from 2 or 3 frames with lines or 10 times that amount. I am absolutely puzzled as to what to do.

Forgot to mention: This is before rendering.

I assume this is analog video. Were there any dropped frames when you captured the file. Try capturing again and see if the bars are always on the same frames.

John, your suggestion was very helpful. I ran some old video thru Vegas Pro and it ran flawlessly. It was the same type as the video giving me trouble. So the problem is prior to utilizing Vegas Pro. Something needs re-calibrating, re-installing, re-setting, etc., but not Vegas Pro. It is performing perfectly! Thank you very much for getting back with me so quickly. I truly appreciate all the imput you and the other professionals give to people having problems with video.
