    Just installed a new video card with S input. How do I capture S-VHS video using Vegas 8.1 or HP Pavilion?

    Are you sure it is an INPUT? S-video is analog.

    Yep. I called the manufacturer and sure ’nuff, it’s S “output”

    A PC specialist store swore to me that it was S input.

    But the manufacturer said I might want to be a TV tuner card with S input. So I will still need to feed that signal into Vegas.

    Vegas will not capture from a TV tuner card. You will need to use the TV tuner cards software and usually the quality is questionable and not anything you would want to edit and re-render. If this is just for fun and games and quality is not a concern then a TV tuner card might be fine. If you are serious about capturing these tapes with the best quality possible you should look into a Canopus ADVC-110 or ADVC-300. These capture analog video and audio with sync to an AVI file using the DV25 codec via firewire. This will stand up to editing in Vegas and rendering out to DVD.
