    Here is what I do:

    a) Edit as required in PPRO 2.0
    b) Export as an AVI file from the HDV project (File > Export > Movie)
    c) Create a new project with the SD dimensions
    d) In the SD project, File > Export > AME or Export to DVD

If you are referring to the actual Mpeg2 encoder, Mainconcept’s encoder is as good as any. The only really way to improve an encoding is to control it scene by scene with difference keyframes and bitrates. Now, VBR 2 Pass does a pretty good job with the bitrate.

Make you do use that setting for anything over 50 minutes, otherwise use 8MBs CBR.

For a most eficient use of DVD space use a Bitrate calculator.
