I am trying to make an ouput of an HD 100 minute show that is under 2.5G for a festival submission. I made an h264 1920×1080 with max render quality and 2.19 bit rate. The file is 1.88G but once on vimeo it is 2.9 G to down load. In the export window if I change it to 1280X720 it’s really no different. I tried bringing in the 1.88G H264 I made and exporting that but the numbers remain the similarly too large.

Vimeo may be rendering it to a codec with settings suitable for their website. Others like YouTube do that sort of thing. You cannot control what they do with your upload.
That would not be the way to get the “deliverable” to the festival anyway – or shouldn’t be, for this very reason. Have you been provided with their requirements for the deliverable?

Yes they want a vimeo link, H264 2.5GB max and suggest 10-20kbs bit rate for HD. Not possible for 100 minutes
I ended up getting under 2.5G if they download a 1280×720 and it looks ok but I made it at 2kbs. They must be upping the bitrate on their end.
