I recently installed a Kona Card into our editing system,it is used for many different things but one of these is to access the external monitor connected to our system (via component). I have tried to bring 720/30P HD footage from P2 into FCP and it plays on the timeline fine once I change my sequence settings, it does not however go out to my external monitor. Am I looking over some settings, I tried the AV settings and still no change.

You can try using your Kona mangement software to change the Kona video output to 720p. It may still be trying to output whatever format you were using prior to changing FCP to 720p.
