HD Export/DVD with FCP

Yes.

No.

You can create an SD DVD from your HD Timeline in either iDVD or DVD Studio Pro.

You can create an HD-DVD or BluRay MPEG-2 from Compressor which you can use in Adobe Encore to create an HD-DVD or BluRay disc. We are authoring BluRay discs here using Encore and a FastMac BluRay burner.
