H264 problems, semi-repeatable, looks like image negative, ProRes exports fine
I’m new (again) to premiere. I’ve edited a long form video that includes a good bit of ProRes files and some .mts files. Each time I export to H264 I get a few frames of issues at the beginning and end of the video. It’s always the same as far as look, it almost looks like a negative of the image with artifacts, too. However, each time it chooses a few different frames to affect and sometimes it will get the beginning right and the end will be messed up, sometimes vice versa. However, it never gets the whole video correct. The middle section is always right, it’s only the head/tail. The head is a ProRes movie exported from Motion, the tail is a PNG file with a title added in premiere. The middle section is a mix of .mts and ProRes.
If I export a ProRes it’s right every time. The problem is that the .mts files don’t like to be exported to ProRes and then recompressed to H264. I really need to export directly from the timeline.

I had trouble with some MPEG-2 files that would not encode properly. The resolution involved replacing the problem source clips with uncompressed DPX files. YMMV.
