h264 not working all of a sudden
Working with PPro 2020 and even tried on 2021.
When I try switching to h264 in the Export Settings dialog box, Premiere just locks up. Every other preset works.
I tried a workaround in Media Encoder. But the encode fails at frame 0.I use h264 almost daily with no issues.
Is there a way to clear and re-import the adobe presets for h264? Could they be corrupt?

Mac/PC? Is it just one sequence/project? Or does it happen with others?
Rendering to something like ProRes works fine?
I’ve never had this issue on my trash can Mac, but I’ve had my PC with an older video card that would have issues rendering out h264 – occasionally. It would fail somewhere in the render, then on trying to re-render it would fail at frame 0. Restarting the app sometimes worked. But going into Project Settings and changing the Renderer to Software Only would allow it to get through the render. Took longer, but it worked. Not sure if this workaround will work for you, but it’s something to try.
