There’s nothing complicated about that effect. Each text layer has a simple blinking layer on top and some blur.

If this is your idea of time consuming, stop using After Effects and hire someone who enjoys the application.

I’m not offended. I could have preceded my post by imploring yo not to be offended but I’ve no time for such emotional nonsense. You asked a question, I gave you a truthful and succinct answer without knowing anything about your experience level in After Effects,
The link in your post implied a dramatic lack of comprehension of how basic visual effects are created. Those text layers are just layers with text on them. Everything else is accomplished with the most fundamental applications of masks, color shapes, blurs, glows, and opacity.

There is. I gave you two options.

I wouldn’t even call it a text animation. To me it looks like it’s just popping up a white box over each text area and then changing the transparency to reveal the text behind it. If I were doing it I’d create a text layer for each word (or group of words) you want to appear, then create a white solid for each one of those. You could scale or mask the solid to completely cover the words. Then animation would be as simple as lining up the corresponding text layers and white solid layers and putting a 6-7 frame “dissolve out” on the white solid.

Even if you were really slow, I’d say it shouldn’t take but a couple hours to do.

Wow this really should take you no time at all.
If you really use After Effects Daily I would think you would be able to deduce the simplicity of that animation, its very very basic.

If you just use AE for slicing and clipping video I recommend outsourcing your animation to someone. You will probably save yourself a lot of headaches.
