if not then which is the best card for premiere
and need reduce rendering time (with budjets, not quadro fx nvidia)… -

Graphics cards will not reduce rendering time, no matter which card it is.

my system config isE6300 (1.8 Ghz)
D965 Ryck mobo
4 gb of 667 mhz Ram

Unfortunately, to reduce render time the only real option is a new CPU (and so probably new motherboard).
