  Frameset problem. One frame taking over instead of 50% frameset

  I have a frameset that is split horizontally 50/50. The topmost frame has a script running to make it’s content fill that frame 100%, but instead it is filling the entire frameset to 100% and hiding the lower frame content.

  Anyone care to take a look and throw in an opinion? Much obliged in advance.
