It feels quite clever, like something pushing through a rubber sheet, but actually might be really simple, what you’re seeing is a series of gradients. If you take each shot separately rather than imagining a simulation, then gradient ramp gets the look quite easily.

Alternatively, if it was one sequence with different cameras, then you’d need to use full fat C4D* with a cloth and hard body simulation.
