I have never heard of such a plugin. But look in Livetype for something like this. Or you might be able to do this with Motion.

Motion has some fantastic particle generators and I can’t remember if the Wondertouch particles added flowers or not.

you can probably find something in LiveType that will fit the bill as well.

LiveType has a sunflower font that grows.

plus you can double it up, change the colors to appear as though their not just sunflowers and just fade into a normal text element as they’re blooming.
