flare/glare color light effect
Hello,
I am not sure the correct term for this effect but how do I create the color light glare/flare effect going across the video. Would it be better if I did it in motion or after effects? If so how??
around the 11 second mark and beyond

You can easily get that effect using multiple instances of Knoll Lens Flare – Stripe – in After Effects.
