Fixing this Bad Exposure (Freeze Frame)

Send it to ‘Color’. Use the Luminance curve and pull the top 95% down while leaving the 100% where it is. This will allow you to ‘stretch’ detail out of the overexposed area.
Then maybe some secondary correction to put a bit of blue in the sky.

You can try brining down the highlights like Sam suggested but you’ll only be able to recover detail if there is detail left to recover. Since so much of the frame is most likely gone (the sky, the buildings, the side walk, even the actor’s foot) there isn’t very much you can do. Bringing up the blacks and mids on the properly exposed portion of the shot will make the difference a little less drastic, but, man, the shot is in pretty poor shape.

Agree.
Use the Luma Curve in Color.
If things haven’t been clipped at 100%, you will be able to recover something.
Don’t forget to uncheck the “Broadcast safe” to see if there is really something recoverable.

Since it’s a music video, you can make it an effect – use a nice glow filter to really bloom out the highlights, make it B&W if necessary and make a whole ‘look’ out of it.
