    I have seen this problem appear, and disappear. I finally discovered the answer.

    In your timeline to the right of the lock is the toggle auto select, clicking this will enable your ctrl v to work once again.

    Thanks!!! I had this problem today, not a big problem but nonetheless, very annoying. Thnx for solving!!
