Filters and Effects not working

I think about 7 years old but still this sounds like the same problem but it happens to my titles and i can see the box lighting up blue but it still will not show. I did not understand how to follow these instructions of kate and could not find those tabs and settings and did not know where to start to try and find it. If anyone could help because it sounded like it worked for everyone I will go on my knees and praise you. Thanks
