I’m fairly certain this has been done manually by creating the final shape from separate circles, then animating all the center points of the circles to the same point earlier in time. The first part takes some time, the second part you can copy the position and paste into all circles at once.

I’d create the shape in illustrator with this cool script: https://vectorboom.com/load/tips/techniques/how_to_distribute_shapes_within_another_shape_in_illustrator/16-1-0-470

I’d then save the illustrator file for after effects (lots of tutorials online for how to do that). Then, as Kalle said, keyframe position, scale, etc. Then go backwards in time and move them to where you want them to stem from. Add motion blur and you’re done.
