Is there anyway you can can add a feather on an eight point garbage matte? I’ve applied it but it only seems to feather the bottom half?

Any ideas? Or is this a job for AF?

I rarely have good results with feathering in premiere. The feather applies to the whole image. You are probably cropping off the feather on the top and sides so you only see it on the bottom.

You can do this in Pr.
Make white color matte, superimpose and drop the garbage matte on it.
Then add Fast Blur, set it to whatever value
Add track matte effect to clip, set it color matte
