FCP 6 Pro Res 422 23.fps and exporting to 29.97 fps–what’s the point?

I captured my footage from my Canon HV20 into FCP using easy setup, HDV, 29.97, 1080i60 Firewire Basic. Then I converted this footage in compressor using a customized Apple ProRes 422 for Progressive material. Now I have QTs in my capture scratch folder all set to go, which are at 23.976 fps.
First question is what is the best way to take this 24p HD footage and export at 29.97 fps, keeping the 23.98 fps look, for on-air?
Second, I’m wondering if this footage can be edited in an Avid Adrenaline v2.0.6? Could my converted QTs be loaded into the Avid, or would we have to go back and re-capture from my mini-DVs? In other words can my converted QTs only be edited in FCP now?
Last question is what’s the point of shooting/editing in 23.98 fps for on air when it has to eventually be converted to 29.97 fps? Does it look better still being converted from 23.98 fps to 29.97?
An answer to any of these questions would be a big help
